ABOUT THE AUTHORS:
Steven J. Kelly, M.A. CPT
Mr. Kelly has over 40 years’ experience in strategy development and business performance improvement. This exposure has included work in production, financial, energy, and consumer retail sectors. His specific emphasis has included operational systems and procedures analysis, executive strategy formulation and facilitation, talent coaching and mentoring, development of customer service and sales strategies, as well as a variety of commercial performance improvement efforts. Widely traveled, he has conducted numerous field assignments, defined operating and management strategies, and delivered technical assistance in 30 countries in such sectors such as government reform, higher education, agriculture, finance and economics, health and environment. In the private sector he led performance improvement efforts for such clients as General Motors/OPEL, Bechtel, KPMG, Kimberly-Clark, Holcim, Nestle and AIG. In the past decades, Mr. Kelly has led performance strengthening assignments and supported interventions in Vietnam, Kyrgyzstan, Macedonia, Rwanda, Nicaragua and Georgia. Steven has led numerous development projects funded by USAID, the World Bank, EU Leonardo and Peace Corps. As both a manager and management trainer, Mr. Kelly is highly skilled in leadership and project management skills. Steven is an applauded presenter at international conferences and has published papers in professional journals and newspaper columns. He has been certified as a Performance Expert, Kirkpatrick Training Evaluator, and Technical Instructor. Steven has a Master’s degree in Human Relations / Management from Pacific Lutheran University and a Bachelor’s Degree in Political Science from University of Houston. During the 1990s he served 2 terms as a Director on the Board of the Czech-American Chamber of Commerce, and more recently served two terms as a Board member of the International Society for Performance Improvement.
Ingrid Guerra-López, PhD,
Ingrid Guerra-López, PhD, is an internationally recognized performance improvement expert and bestselling author. She is the chief executive officer of the Institute for Needs Assessment and Evaluation, a firm that provides consulting, coaching, and training and development services focused on improving performance through strategic measurement, management, and alignment. Dr. Guerra-López is also a professor at Wayne State University’s Design and Performance Systems program, where she conducts research and teaches graduate courses such as needs assessment and analysis; performance evaluation; performance consulting; and foundations of performance improvement. She recently completed a term as director on the board of the International Society for Performance Improvement, and completed her tenure as editor-in-chief of Performance Improvement Quarterly. Dr. Guerra-López has authored seven books, including Partner for Performance: Strategically Aligning Learning & Development; as well as the best-seller, Needs Assessment for Organizational Success; and Performance Evaluation: Proven Approaches to Improving Programs and Organizations, which is used in many university graduate programs in the field. She has also authored approximately 100 articles and facilitated hundreds of international and national presentations and workshops on topics related to performance assessment, monitoring and evaluation, and the strategic alignment of development solutions and programs. Her clients include international development agencies, government, education, military, healthcare, and corporate organizations such as the World Bank, the United Nations; the Inter-American Development Bank, United States Agency for International Development; U.S. Naval Education and Training Command; General Motors, Chrysler, Mercedes Benz, Metropolitan Life Insurance Company, and Amway International, among many others. She has coached and mentored hundreds of graduate students, executives, managers, and other professionals, disseminating evidenced-based performance improvement practices internationally in more than 30 countries.
M. Mari Novak
The science and skill of assessment has been the focus and passion of Mari Novak through the phases of her career. Diagnostics is the starting point. The foundation was laid with diagnosing and integrating motion (swimming rescue/racing). With an undergraduate in city/regional planning, large scale processes and systems were added to the mix. A sidestep into community organizing as a Peace Corps Volunteer, brought home the requirement of cultural mores, as well as that local knowledge is necessary for making the right linkages. Graduate degrees in organization development and performance improvement, with continued study of system dynamics and complexity, and other technical applications have underpinned a 40+ year career, serving in over 40 countries. From Cleveland, Ohio, educated at Oberlin College, and then Western Michigan University – with gratitude to Dale Brethhower -- Novak had an aptitude for seeing how the pieces did or did not fit together. After several years of working in utilities and manufacturing, Mari moved to Texas in the early 1980s and joined her partner Steven J Kelly in the launch of KNO. Immersed into the Houston-based nuclear plant construction project (specifically, transition from construction to operations), she had to think in systems, processes and feedback loops! During these years, she trained with Geary Rummler and became well-versed in theory and practice of PI. With the Velvet Revolution and the fall of communism, Mari relocated with KNO in 1990 to Prague, (then) Czechoslovakia, 1990. Mari’s focus shifted to development in transitional societies. Under her leadership, KNO executed numerous contracts for the bilateral and multilateral donors supporting reforms in the former Soviet Union. Program chiefs always asked first for ‘more training’! With KNO teams ‘training’ quickly and effectively transformed into performance improvement. She introduced HPT methods and approaches, the value propositions of the organization and system dynamics into that space called “capacity building”. Working with government ministries, nonprofit organizations, and public-private initiatives, Mari Novak was instrumental in promoting the performance technology emphasis that a decade later became institutionalized in the US Agency for International Development, and is expanding in both private and public scope around the world today. She is the recipient of ISPI’s 2015 Geary Rummler Award for the Advancement of Performance Improvement.
